International scientific and applied conference on “Improvement of the Ukrainian security services market taking basing on international expertise”

The Association of Ukrainian banks jointly with the National bank of Ukraine, Committee on finance and banking activity to the VRU, Antimonopoly committee of Ukraine keep on scheduled work on de-monopolization of the security services market that is to reduce expenses for security and provide the banks with opportunity to qualitatively choose security structures.

We have gained a number of positive results therein. The VRU has returned for re-consideration project law #1241 “On security activity” a of 11.07.2003, project law “On introduction of amendments to certain legislative acts on licensing issues” as of 10.07.2003 did not get necessary number of voices; project law #1051 (1051-1) “On introduction amendments to the Law of Ukraine “On the National bank of Ukraine” (regarding placing the issue of protection valuables that are kept in banking establishments into the jurisdiction of MIA and NBU) as of 03.04.2003 is returned to be again treated in the first reading. This result were achieved due to joint cooperation of AUB, National bank of Ukraine and certain factions to the VRU.

Though there is a threat of approval certain project laws that are meant to further strengthen dominant position of SSS on the security services market. Up to date the said project laws are among the documents that are to be considered by the VR at the fourth session of the IV convocation including project law of Ukraine “On security activity” that does not provide for market condition for security activity and once approved will badly affect development of security services market structure.

The Association proposed amendments that presuppose granting the banks with the right to possess to protect banking establishments, money and valuables AUB position was supported by the National bank of Ukraine, which forwarded to the VRU the project law “On amendments to the Law of Ukraine  “On banks and banking activity” (as for property protection) with the registration number #3223.

Within the framework of the said activity the Association of Ukrainian banks jointly with the Committee on finance and banking activity to the VRU, National bank of Ukraine, Ukrainian federation of workers of non-state security services initiated holding international scientific and applied conference “improvement of security services market in the context of foreign expertise”.

The conference is to view the following issue: 1) Foreign expertise on security services market development; 2) Analyses of the existing situation on the security services market of Ukraine (juridical and applied aspects); 3) Ukrainian security services market formation concept taking to account foreign expertise. The conference work will result in forwarding conclusions and addresses of the conference to the higher state bodies with the proposition to form a new security services market concept with granting the respective bodies additional grounds to approve project law “On introduction amendments to the Law of Ukraine “On banks and banking activity” (regarding property protection) #3223 and development of other laws on security services so that they could be in compliance with the Constitution of Ukraine and market economy principles.

To highlight security services market organization expertise in other states the holders envied professionals from Estonia, Kazakhstan, Latvia, Moldova, Poland, Russia.

International conference is scheduled to be held on November 21-22, 2003 in Kyiv, in “Ukrainian House” Palace of arts.
 
Taking to consideration importance of conference work for the whole banking system the organizing committee decided to finance it by target installments.
