The National Bank of Ukraine along with the Association of Ukrainian Banks hosted a conference “Providing Banking Safety in Ukraine and Ways to Ensure It”.

February

There took place a meeting between the administration of AUB, Mr. Olexandr Moroz, Head of the Verhovna Rada of Ukraine and Mr. Volodimir Suslov, Head of the Commission on Finance and Banking. Discussed were observations to the Law of Ukraine “On Banks and Banking” regulating accumulation of bank statutory funds.

There took place an enlarged meeting of the AUB Council with the participation of Mr. Victor Yushchenko, Board Chairman of the NBU and Mr. Oleg Kireyev, Deputy Board Chairman of the NBU. Under consideration there was the necessity of the NBU requirements as to revaluation of costs due to the Fund of Physical Persons Deposits Insurance. The resolution as to continuation of searching the optimal way to form the Fund was passed.

March

There was held a meeting-seminar of lawyers of commercial banks on the issues of practical application of the Law of Ukraine “On Bankruptcy”.

There took place a number of business meetings between AUB and the representatives of the NBU during which observations of commercial banks and those of the Association’s to the Draft Provision “On Order of Licensing Banks in Ukraine” were debated.

April

There took place a meeting of senior officials of the NBU, AUB and board chairmen of commercial banks. The possibility of founding a budgetary bank was considered as well as amendments to the scheme of currency reservation; under discussion was also the correctness of mutual relations between the NBU and commercial banks.

May

The Administration of President of Ukraine, the NBU and AUB held a meeting-seminar for heads of region state administrations, regional administrations of the NBU and commercial banks on the theme “Role of Banking System in Economic Reforms”.

In particular, under consideration there was the role and tasks of the banking system in reforming the national economy, problems and ways of cooperation of the banking system with agencies of State power.

In association with the NBU there was conducted a meeting-seminar for bank personnel units of Ukraine. Discussed were the problems of staffing of the banking system of Ukraine, bank specialists’ preparation and professional retraining

The fifth convention of AUB

July

There took place a joint meeting between specialists of the Cabinet of Ministers of Ukraine, the State Security Service, the Association of Ukrainian Banks and commercial banks’ representatives on the issues of organizing security of credit and financial institutions. It was compromised on the value of security measures in bank institutions, indebtedness recovery of security services and the order of displacement of security stations.

There was conducted a meeting between the administration of AUB and members of the Commission on Finance and Banking of the Verhovna Rada of Ukraine. In course of debates it was decided as to inexpediency of devolving functions of cash execution of the budget on the State Savings Bank of Ukraine.

August

There was held a meeting between Mr. Victor Yushchenko, Board Chairman of the NBU deliberating on the order of cooperation of administrations of the NBU with AUB specialists and those of commercial banks in terms of drafting regulatory documents governing banks’ activities.

September-November

Workshop of specialists of the Board of Banking Supervision of the NBU, AUB specialists and commercial banks completed the draft of Instruction ¹ 10 “On Order of Regulation and Analysis Commercial Banks’ Activities”

October

The National Bank of Ukraine held a panel discussion with the participation of senior management of the Department of Emission and Credit of the NBU, AUB and commercial banks’ representatives. Under discussion was the draft of Provision “On Formation of Required Reserves by Banking System of Ukraine”

November

There was set up a workshop from among AUB and commercial banks’ specialists for the object of considering lawdrafts constituting a set of documents on taxation reforms.

At the joint meeting of the NBU, AUB and commercial banks’ specialists there were summed up the results of commercial banks activities during the 10 months of the year 1996, prime goals for the year 1997, peculiarities in regulating currency operations in commercial banks.

December

Senior officials of the NBU, AUB and commercial banks considered at the meeting issues on progress of the banking system in the year 1997 and organization of transition of the banking system of Ukraine to international standards of accountancy and accountability.

There took place a meeting at the Cabinet of Ministers of Ukraine under the supervision of Mr. Pavlo Lazarenko, Prime Minister of Ukraine with the participation of senior management of AUB and commercial banks of Ukraine. Under consideration there were prospects in development of the Ukrainian banking system and its influence on progress of the national economy.
